The ERRU service implements Commission Regulation (EU) No 2016/403, supplementing Regulation (EC) No 1071/2009 of the European Parliament and of the Council, with regard to the classification of serious infringements of the Union rules, which may lead to the loss of good repute by the road transport operator.

The ERRU service consists of the following inquiries:

Check Good Repute. When a transport manager applies for managing an undertaking, or applies for renewal, its good repute is checked by sending an inquiry to all ERRU members.

Infringement notification. When an ERRU Member State establishes that a transport undertaking committed an ERRU infringement (Most Serious Infringement, Very Serious Infringement or Serious Infringement), the Member State where the transport manager is registered, is notified of this. The Member State of Registration responds with an Infringement Notification Response, indicating what actions have been taken.

For joining the ERRU network, a Member State chooses either to use the EUCARIS ERRU service or the ERRU EU Hub. Since EUCARIS and EU Hub are coupled, all connected countries can communicate with each other, irrespective of the technical solution that was chosen (EUCARIS or EU Hub).
