The RSI service implements Directive 2014/47/EU on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Union and the corresponding Commission Implementing Regulation (EU) 2017/2205 on detailed rules concerning the procedures for the notification of commercial vehicles with major or dangerous deficiencies identified during a technical roadside inspection.

The RSI service consists of the following inquiry:

Road Side Inspection. When an RSI Member State establishes that a commercial vehicle has major or dangerous deficiencies identified during a technical roadside inspection , the Member State where the commercial vehicle is registered, is notified of this.

RSI Report. A possibility to retrieve a report of a Road Side Inspection, from the Member State where the inspection took place. Enforcement authorities may use this retrieval to check the contents of a specific report, or to check if a Road Side Inspection was carried out (and check the results of this inspection).

For joining the RSI network, a Member State chooses either to use the EUCARIS RSI service or the ERRU EU Hub. Since EUCARIS and EU Hub are coupled, all connected countries can communicate with each other, irrespective of the technical solution that was chosen (EUCARIS or EU Hub).
