Use of the EUCARIS system

Norway is participant of EUCARIS and providing vehicle and driving licence information based on the EUCARIS Treaty, and RESPER (3rd Driving Licence Directive (2006/126/EU).

Currently Norway is working on the implementation of the information exchange via the EUCARIS technology based on:

  • the EU Prüm Council Decisions (2008/615/JHA and 2008/616/JHA)
  • the Road Safety Directive (2015/413/EU)

The Ministry of Transport and Communications has overall responsibility for the framework conditions for postal and telecommunications activities, for the civil aviation, public roads and rail transport sector, ferry services forming part of the national road system, for coastal management, the marine environment and port and sea transport policy.

The ministry manages the Public Roads Administration, Norwegian Raiway Directorate, Civil Aviation Authority, Norwegian Railway Authority, Norwegian Communications Authority, Norwegian Coastal Administration, Road Supervisory Authority, Statutory Services – Aerial Ropeways and the Accident Investigation Board Norway. The ministry also manages the government owner interests in AVINOR AS, Bane NOR SF, Norwegian State Railways and Nye Veier AS.

The Norwegian Public Roads Administration (NPRA) strives to ensure that all those who walk, cycle, travel by car or use public transport should get to their destination safely. NPRA plan, build, operate and maintain national and county roads in Norway. They are also responsible for carrying out driver tests and inspection of vehicles and road users.

The Norwegian Public Roads Administration comprises the Directorate of Public Roads and five regional units – Northern Region, Central Region, Western Region, Southern Region and Eastern Region – and has 72 Driver and Vehicle Licensing Offices and five Traffic Control Centres distributed across the country.
