Use of the EUCARIS system in France

France is participant of EUCARIS. France is making use of the EUCARIS technology for information exchange based on

• the EU Prüm Council Decisions (2008/615/JHA and 2008/616/JHA) and
• the Road Safety Directive (2015/413/EU)
• Council Regulation (EU) N0 904/2010 on administrative cooperation and combating fraud in the field of value added (TAX) and Commission Implementing Regulation (EU) No 79/2012 (France can reply for VATVHOH and VATVHOHLifecycle services – work on the remaining two VAT services is ongoing)
• The TOLL directive (Directive 2019/520 of the European Parliament and of the Council of 19 March 2019 on the interoperability of electronic road toll systems and facilitating cross-border exchange of information on the failure to pay road fees in the Union)

France is connected via the EU hub for

• legislation concerning the European Register of Road Transport Undertakings (ERRU), the regulations (EU) No 1071/2009, 1072/2009, 1073/2009 and 1213/2010 and
• the 3rd Driving Licence Directive (2006/126/EU)
