Generally
Kraftfahrt-Bundesamt (KBA, Federal Motor Transport Authority) is a higher federal authority under the purview of the Federal Ministry for Digital and Transport (BMDV) residing in Flensburg and Dresden. KBA’s role is to ensure road safety. For this purpose, KBA has been assigned the following tasks:
- approving vehicle types and vehicle parts
- monitoring quality control at manufacturing plants and supporting recall actions as contribution to product security
- designation of technical services and certification offices
- managing the Central Vehicle Register (ZFZR), the Central Register of Driving Licences (ZFER), the Register of driver fitness (FAER) and the Central Register of Tachograph Cards (ZKR) and the Central Professional Driver Qualification Register (BQR)
- providing information from these registers to authorities and entitled organizations in Germany and abroad
- producing and publishing statistics on the basis of the central registers as well as on driving tests, vehicle defects and goods transport on the road.

Use of the EUCARIS system
The Federal Republic of Germany is a participant of EUCARIS and providing vehicle information and driving licence based on the EUCARIS Treaty.
In addition, Germany makes use of the EUCARIS technology for information exchange based on
- the EU Prüm Council Decisions (2008/615/JHA and 2008/616/JHA) and on the Prüm II Regulation (EUCARIS Prüm),
- Directive (EU) 2015/413 Facilitating Cross-border Exchange of Information (EUCARIS CBE),
- a bilateral agreements with the Netherlands, Switzerland and Austria about the exchange of owner/holder information for traffic fines (EUCARIS VHOH),
- legislation concerning the European Register of Road Transport Undertakings, i.e. Regulations (EC) No 1071/2009, 1072/2009, 1073/2009 and 1213/2010 (EUCARIS ERRU),
- Directive 2014/47/EU on Technical Roadside Inspections of Commercial Vehicles (EUCARIS RSI),
- the 3rd Driving Licence Directive 2006/126/EU (EUCARIS RESPER),
- legislation concerning the administrative cooperation and combating fraud in the field of value added tax, i.e. Regulations 2010/24/EU, 2011/16/EU and Council Regulation (EU) No 904/2010 (EUCARIS VAT),
- Directive (EU) 2019/520 on the Interoperability of Electronic Road Toll Systems (EUCARIS EETS),
- Regulation (EU) No 165/2014 on Tachographs in Road Transport (EUCARIS TACHOnet),
- legislation concerning the qualification of professional drivers, i.e. Directive (EU) 2022/2561 (EUCARIS ProDriveNet),
- Regulation (EU) 2018/858 and its provisions on the CoC data exchange between vehicle type approval authorities (EUCARIS IVI).
