On January 7 2000 Ministry of the Interior of Lithuania following a resolution of the Government established the State Enterprise REGITRA. The enterprise was entrusted with the registration and tally of road vehicles as well as related functions, taken over from the Police. Among other duties the enterprise was empowered to complete an information system on road vehicles and to supply data to customers. Starting from January 2003 REGITRA is taking over from the Police road vehicle drivers’ testing as well.
REGITRA strives to expand international contacts with vehicle registration organizations abroad in order to exchange experience and information on road vehicles and thus to prevent legalization of stolen vehicles. The most significant step in this sphere was done in April 2002, when the Memorandum of Understanding between The Netherlands Ministry of Transport, Public Works and Water Management and the Ministry of the Interior of the Republic of Lithuania was signed and as extension of it - the Agreement on Terms for Cooperation between the State Enterprise REGITRA and RDW Vehicle Technology and Information Centre concluded. Implementation of these documents led to the data exchange connection establishment with The Netherlands as the first phase on the way to Eucaris.
