The Isle of Man Department of Transport includes in its responsibilities Highways and Road Traffic regulation, including testing drivers and vehicles, maintaining registers of drivers and vehicles, collection of vehicle duty, and giving road safety training. The Vehicle and Driver Testing Centre originated as an establishment of the former Isle of Man Highway and Transport Board for testing of Public Service Vehicles and their drivers. Its responsibilities have extended over the years for conducting roadworthiness tests of vehicles in general, and practical driving tests of prospective drivers, as prescribed by Manx law.

In 1986 these responsibilities became a part of the Department of Highways, Ports and Properties, known since 1995 as the Department of Transport. The Vehicle and Driver Testing Centre is now within the Highways and Traffic Division of the Department, that Division being headed by the Director of Highways and Traffic who is based at the headquarters of the Department in the Sea Terminal Building, Douglas. As agents of the Department, the Licensing Office of the Isle of Man Treasury undertake the Registration and Licensing of Vehicles, and the licensing of drivers, from the central Government Offices in Bucks Road, Douglas.

The Vehicle and Driver Testing Centre has a EUCARIS one-way link with DVLA for obtaining information about vehicles imported into the Isle of Man. Upon the Licensing Office at Treasury receiving an application for the registration of a vehicle the particulars of the vehicle will be checked. In the case of vehicles which are imported in non-standard circumstances this will include the vehicle being referred to the Vehicle and Driver Testing Centre for inspection as to its particulars and to check if there is a EUCARIS report on it. The Licensing Office's registers of vehicles and drivers are in process of being upgraded for the purpose of providing relevant management information which will enable, in due course, the Vehicle and Driver Testing Centre to more-readily answer enquiries received through the EUCARIS network via DVLA about Isle of Man vehicles or drivers which come to notice in participating countries.
